I found Steve Rockwell's thesis study most useful. In the Boston area, I would say that over the years the major foundations have become more accepting that technology expenses play a legitimate role in program operations and administration. It would be hard for anyone to ignore this need given the growing importance of systematic program evaluation, which requires careful data collection.
At the same time, it would be wonderful to see a greater appreciation of the strategic role of technology in this era. This could mean earlier consideration web and other technology options in the planning process. It could also mean encouraging collaborative use of technology among organizations in the same community network or service area.
So far we see less of this in local funding patterns.
